How Did This Guy Slip By?

OK, this is getting sick, yet another child killer has struck again in Florida. This time, the killer was the dad of one of the victims. He killed his 7 year old daughter and her friend, by stabbing both of them to death. He was a convicted felon, and had a record of chasing his family with a chainsaw. What brain dead moron let this goon go free?
