Troops Moving into Big Easy to stop Looting and Murders

Reports in Mississippi showed one cop as arresting 3 looters in a house, taking possessions, while moving the dead home occupants bodies out of the way. The cop said he ought to have shot them and left a SHOT FOR LOOTING sign. Why he didn't is beyond me.....
