BTK Killer Sentenced

BTK- Bind Torture and Kill, Killer was sentenced to 10 consecutive life sentences..... WTF? Doesn't Kansas have the death penalty? What stupid lawyer or judge made this possible?

At the least, the victims families got a chance to vent. I would have let them each have a bat, rusty knife, or claw hammer, and 5 minutes with him, but that's just me....
